Local Government Council staff provides staffing and technical support for both urban and rural transportation planning throughout the Planning District 11 service area. Transportation planning includes long-range planning, transit planning, corridor studies, bicycle and pedestrian planning, and land use planning. The transportation planning and program services of the Region’s urban area, a federal designation which includes all of the City of Lynchburg and portions of Amherst, Bedford, and Campbell counties, are managed through the Central Virginia Metropolitan Planning Organization (CVMPO).
The Council also supports rural transportation planning in the portions of Region 2000 that are designated for funding from the Virginia Department of Transportation. Both the urban and rural transportation planning programs are guided in their execution by the Region 2000 Transportation Technical Advisory Committee.
Council staff also coordinates the RIDE Solutions program in Region 2000 which provides alternative transportation options such as ridesharing (carpooling and vanpooling), biking, public transit, walking, and "guaranteed ride home" services to those residents living within the region.
